1. INTRODUCTION/PURPOSE
Consider approval of a license agreement between the City and Hill Country Indoor (HCI) for HCI to locate a temporary construction and membership sales trailer on City property.
2. DESCRIPTION/JUSTIFICATION
a) Background
The owner of HCI is requesting approval of a license agreement with the City to locate a temporary construction and membership sales trailer on City property.
b) Issues and Analysis
Use: 12’x48’ temporary construction and membership sales trailer and mulched parking area. There will be no overnight or coincident use of the trailer for a residence. Picture of trailer shown on attachment.
Location: former Skaggs “home plate” tract on Bee Cave Parkway west of Skaggs drive. Within the northern part of the easement area for off-site parking.
In response to staff’s inquiry about why this cannot be located within the HCI property, the applicant provided the following:
“In regards to why this can't be accommodated onsite, we have a few reasons. Space is the main factor, we are starting the final drive system / planting trees / sidewalk work. On a typical day, we have about 80 construction vehicles, which we are able to accommodate. However, we do not have enough space to safely accommodate any family sign-up or customer access. We are needing to create a access for customers free from the hazards of construction to ensure a successful startup to this membership based facility. This office will give families in the city a visual access to the project for inquires and information.”
Duration: “immediately” (upon construction of curb cut and installation of parking) until September 1, 2017 or completion of construction, whichever occurs sooner.
Required Improvements:
- Parking: Applicant to install 122’x226’ tree-mulched parking area with perimeter silt fence barrier.
- Curb Cut: Applicant to construct permanent 85’ wide curb cut off of Skaggs Drive. Located across the street and approximately 100’ south of the northernmost HCI curb cut.
- Pedestrian Crossing: Applicant to install across Skaggs Dr in location shown on plan. No additional details provided at this time.
Utilities:
- Electric: To come from HCI via conduit under Skaggs Drive to the pad lot.
- Water/Wastewater: Trailer has built-in restroom. The water and wastewater holding tanks will be located under the trailer and screened.
Lighting:
None
Signage:
Not approved via license agreement, but since this is an a-typical structure/use, it would be helpful for staff and the applicant to understand Council's expectations regarding signage.
Liability Insurance:
Required.
