1. INTRODUCTION/PURPOSE


Hold the second of two Public Hearings regarding City's intent to annex approximately 504 acres located west of Hamilton Pool Road, south of Spring Creek Estates neighborhood, and west of the Homestead neighborhood.

2. DESCRIPTION/JUSTIFICATION

a) Background


On March 14, 2017 City Council adopted Ordinance 17-335, which commenced the annexation process for approximately 500 acres land (aka “2017-A”), generally located east of Hamilton Pool Road and owned by the City of Austin for water quality purposes.   State law requires that two Public Hearings to be held prior to annexation. Ordinance 17-335 established April 25, 2017 as the first of the two Public Hearings and the second on May 2, 2017.  Annexation of this area will be considered for approval on May 23, 2017.



b) Issues and Analysis

The subject area is owned by the City of Austin for water quality purposes and is composed of all or portions of the following parcels:

  • ABS 2182 SUR 167 TYLER TAP R R CO ACR  (Prop ID 109858)
  • ABS 2216 SUR 168 HALLMAN E ACR (Prop ID 109857)

 

A survey is attached.

 

Adjacent neighbors include other City of Austin Water Quality Land, the Homestead and Spring Creek Estates subdivisions, Shield Ranch, Little Barton Creek, and other miscellaneous vacant and residential properties.  This property is not in a Municipal Utility District.  This area is shown as Nature Preserve on the Future Land Use Map.  

 

Following the mailing of Public Notice, Bee Cave staff responded to two inquiries regarding this annexation area—from the land owner, City of Austin (c/o Virginia Collier, City Planner) and from adjacent neighbor Shield Ranch (c/o Christy Muse, Director of Shield Ranch External Relations).  Both sought to understand Bee Cave’s intent and whether this represented a desire by the City to see this area changed and/or developed.  Staff conveyed to both the City’s desire to see this area remain in its current use as undeveloped/water quality conservation area, consistent with the City's recently adopted Comprehensive Plan Future Land Use Plan. However, in the event there was ever a desire on the part of the land owner to change the use, annexation provides the City maximum land use control through zoning.  With that explanation, staff understood both parties to have no objection to or concern with the annexation.
