1. INTRODUCTION/PURPOSE


Hold the second of two Public Hearings regarding City's intent to annex approximately 328 acres covering multiple properties and generally located  east and north of RR 620 at the northern end of Bee Cave’s Extraterritorial Jurisdiction.



2. DESCRIPTION/JUSTIFICATION

a) Background


On March 14, 2017 City Council adopted Ordinance 17-336, which commenced the annexation process for approximately 328 acres land (aka “2017-B”), generally located east and north of RR 620 at the northern end of Bee Cave’s ETJ.  State law requires that two Public Hearings to be held prior to annexation. Ordinance 17-336 established April 25, 2017 as the first of the two Public Hearings and the second on May 2, 2017.  Annexation of this area will be considered for approval on May 23, 2017.



b) Issues and Analysis

The subject area is composed of all or portions of the following parcels:

 A survey is attached.

 

Uses within the annexation area include:  a gas station, a car wash, a vacant property, Cielo and Madrone apartments, and City of Austin-owned Balcones Canyonland conservation area. 

 

Adjacent neighbors include other Balcones Canyonland, the Alta Vista Neighborhood, the Christian Science Reading Room, Mountain Star Lodge, the Kelly Moore Paint building, and the Lake Pointe Subdivision.  This property is not in a Municipal Utility District.  This area is shown as Suburban Corridor, Urban Neighborhood, and Nature Preserve on the Future Land Use Map.  

 

Mr. Patrick Garnett spoke at the first public hearing, which was held on April 25, 2017. Mr. Garnett is the property owner for approximately 7.4 acres of land located at 3453 S. RR 620. He currently maintains a veterinary service on the property and expressed concern about how annexation may affect his ability to continue this use. Staff has began conversations with Mr. Garnett to discuss the possibility of a Development Agreement with the City.
