1. INTRODUCTION/PURPOSE


The objective of this agenda item is to discuss and take action to award a contractor the 2019 street maintenance and improvement works. City’s consultant recommended awarding the contract to Lone Star Paving Company. The recommendation letter is attached as a reference file

2. DESCRIPTION/JUSTIFICATION

a) Background


In response to user complaints of ride quality for previous City maintenance work, this package was created with the intent of providing a higher quality local roadway, consistent with the previously paved surfaces.  Various maintenance types were considered and the Type-F Hot Mix Asphalt overlay method was selected.  This method involves the installation of a fresh, hot, mixed combination of asphalt emulsion and small course aggregate.  Installation depth will only be 3/4" and the mixture of stone used will be finer than what is installed for complete pavement reconstruction.  To ensure this coat bonds to the existing roadway, approximately 1/2" of the existing material will be milled and removed then a binding coat will be applied to the open subsurface material.  Once the HMAC has been set, pavement markings will be reinstalled at any location where they existed previously.  In addition, locations which are designated as pedestrian crossings by the presence of Americans With Disabilities (ADA) compliant ramps will be painted as crosswalks to match compliance guidelines.  At select locations where these new crosswalks may not be immediately apparent to drivers, new signage will also be installed.

 

City Council approved the advertisement for bid of the LNV Road maintenance plan, specifications, and estimate package on April 23, 2019. Transmittal letter is available here and contract documents are attached as a reference file. As part of LNV’s executed contract, they provide the City with all necessary support for design, bid, and construction phase services for the street maintenance and improvements programs of 2019.

 

City published the bid documents (attached as reference file) approximately a month ago with a bid opening date on May 31st. The City received bids from three reputable contractors. Submitted documents are attached as reference files. LNV reviewed submitted bid documents as well as statement of experience. They also verified contractor’s experience and quality of works with references provided and have recommended the selection of the low bidder, Lone Star Paving Company.



b) Issues and Analysis

Streets Selected for Maintenance and Improvements: The bid was published with a list of streets under base bid category which are prioritized for rehabilitation. It also  listed additional streets as added alternatives. This arrangement allows us to add extra streets based on proposed cost (by award winning contractor) and available funding.

BASE BID: Streets under base bid are located within Homestead, Falconhead, and Falconhead West subdivisions (Vail Divide, Harrier Marsh, Falconhead Blvd., and Spillman Ranch Loop).

Addendum to Material Choice: As discussed at the April 23rd City Council meeting, the original asphalt type proposed was the Texas Department of Transportation (TxDOT) Thin Overlay Mixtures (TOM) specification; however, during the bidding process, an addendum was issued to switch from the TxDOT TOM specification to a Type F Asphaltic Concrete Pavement (HMAC) mix.  While both products are a “Type F” HMAC and have similar installation methods and will be installed to the same ¾” thickness, the TOM has a higher asphalt content which results in workability issues in the vicinity of manholes, valve covers, and along the interface of asphalt to gutter transitions.  This can result in issues with aesthetics and durability at these locations.  The Type F HMAC as proposed will alleviate these concerns and still result in a comparable product in relation to longevity and drivability.

Sheet 20 of 33 of the plan set contains the complete list of street proposed in the base bid and add alternates. The recommendation letter contains a table listing proposed costs for all of the streets.

Contract Award: Out of the three bids received, Lone Star Paving Company’s bid is the low bid for both base bid items and selected additional streets. Lone Star has substantial experience for this type of work and comes highly recommended.


Construction Management: LNV and City staff will periodically visit and inspect the construction sites throughout construction to observe the progress and quality of contractor’s works. City will implement all possible public notification measures in advance

 

Contractor and/or the City will notify the HOA and residents in advance by different means including emails and notification boards.  Appropriate traffic control measures will be implemented.

 

Total duration of project is approximately two months. Lane closure will be allowed for 9 AM - 4 PM only
