1. INTRODUCTION/PURPOSE
The purpose of this agenda item is to discuss allowing staff to issue an RFQ in order to secure architectural services for the design of a new police facility, as well as authorize the temporary relocation of the police department (PD).
2. DESCRIPTION/JUSTIFICATION
a) Background
BSW Architects performed a Needs Assessment and Site Analysis Study in mid-2019, which determined Bee Cave PD’s needs and requirements for space and functionality over the next 20 years. The study determined that the new police facility needs to be an approximately 17,600 SF two-story building that includes offices for administrative use; evidence processing and storage; a records retention area; holding for short-term temporary detention of arrestees; an investigations area; interview and interrogation rooms; a training classroom that may be shared with other City staff or users; a briefing room; men's and women's locker rooms; a fitness room; conference and meeting rooms; a vehicle processing area; bike storage; a municipal court payment window; one court office; and sufficient on-site, secure parking. The Site Analysis study determined that the best location for the new facility is the site of the existing PD, which will be demolished and rebuilt.
The RFQ (attached) will seek to secure the services of a professional design team to design the new facility and site. RFQ responses are proposed to be due on 2/27/20, at which point a review panel composed of City Staff will review and rank the submittals. The review panel will conduct interviews, if necessary, between 3/4/2020 and 3/6/2020. Staff will recommend the top ranked firm to Council on 3/10/2020, and seek council approval to begin negotiating a contract with said firm.
During construction of the new facility, PD staff will be relocated off-site to another city-owned facility. This city-owned facility will be renovated in order to accommodate the short-term needs of PD staff. BSW Architects prepared two cost estimates, which outline anticipated construction costs associated with renovating the upstairs portion of City Hall, as well as the Brown tract in order to temporarily house the PD staff. The cost to temporarily relocate police staff to the upstairs of City Hall is estimated to range from $715,718 to $795,885. The cost to temporary relocate police staff to the Brown tract is estimated to range from $231,513 to $313,880
b) Issues and Analysis
Staff is seeking council authorization to publish the attached RFQ, which will allow for the services of a design team to be secured for design of the new police facility. Additionally, staff is seeking a council decision regarding where the PD staff should be relocated during construction of the new facility.
