The purposes of this Ordinance are to:

1)      repeal prior ordinances, resolutions, and minute orders adopting previous comprehensive plans;

2)      affirm the adoption of Our Bee Cave 2037 in November 2016; and

3)      amend the Thoroughfare Plan in Our Bee Cave 2037.

It is best practice when constructing legal documents to amend a document in the same manner in which it was adopted—i.e. amend an ordinance with an ordinance; amend a resolution with a resolution; amend a minute order with a minute order.

While preparing an update to the City’s Thoroughfare Plan, which is contained within the City’s Comprehensive Plan—"Bee Cave 2037” adopted in November 2016— it came to staff’s attention that throughout the City’s history, its Comprehensive Plans and their amendments have been adopted in a variety of fashions.  While the intent may have been generally clear, this item will formally affirm past actions and implied repeals, while also adopting the amendment to the Thoroughfare Plan discussed at Council's September 2020 workshop.

The catalyst for this item, the amendment to the Thoroughfare Plan is substantially similar to the current Thoroughfare Plan except for the following:

1)      It adds the project that connects Hamilton Pool Road to Bee Cave Road, previously discussed by Council in their 2019 and 2020 workshops.

2)      It adds additional roadway south of Hwy 71, roughly east of Terra Colinas, north of Bee Cave West, and west of old Burnet, which is now recognized as an alley.

3)      It carries forward the concept of “Connectors,” (vehicular connections between and among non-residential uses fronting major highways),but has updated the locations to be more responsive to site conditions and development that has ensued since 2016.

4)      Its road classifications are updated to correspond with the new classifications staff is proposing for in the Code update, and more specifically, the Transportation Criteria Manual, anticipated unveiling in Q2 2021.

*Staff is continuing to work on label placement on the Thoroughfare Plan to ensure all road classifications are visible.
